The Council, established in 2023 by the Oregon State Legislature through House Bill 3456, will develop and conduct the survey every two years. According to the state’s Higher Education Coordinating Commission (HECC), the survey will evaluate sexual misconduct across Oregon higher education institutions, including reported cases of sexual misconduct and each institution’s approach to preventing/reducing and handling/addressing incidents.

The Council, which convenes for the first time in April, will be required to consider best practices and other surveys utilized nationally, consult with institutions, and consider the differences between those institutions, according to the HECC.

Dr. Powell, who joined the University’s Office of Institutional Research in 2021, will serve a two-year term on the Council.

“This is a real testament to Dr. Powell’s expertise and her success in leading the development of UP’s own internal campus climate survey. I’m confident that her input on this effort will be invaluable in helping institutions across the state work to foster safer and more inclusive environments for their students,” said Michael Johnson, UP’s Assistant Provost for Institutional Effectiveness. “I’m very excited for Adeya and this well-earned opportunity.”
